APMU threatens agitation

ITANAGAR, May 05: Fuel crisis is likely to hit entire Arunachal Pradesh again after May 9 as the Assam Petroleum Mazdoor Union (APMU) has threatened to launch agitation, including boycott of loading and unloading of petroleum products from May 10 in protest against non-release of an Oil tanker which is currently in custody of Papum Pare police.

According to an APMU release, the oil tanker (AS-25C-6579) in question was taken into custody by Papum Pare police on the plea of some trifling matter on February 2, 2014. However, the district police had assured APMU to release the vehicle at the earliest after discussions with the union on March 3 and 6, the release claimed.

“But to our utter surprise the said Oil Tanker has not been released yet to the owner in spite of our remind­ers on March 25 and April 12, 2014,” the release said. “We failed to understand what prompted the authorities to keep the vehicle in their custody till date,” APMU exclaimed.

“We once again request the police authority as well as the state’s caretaker Government to release the vehicle to the owner without any further delay. Otherwise, we will be compelled to launch agitation to fulfill our demand,” the release threatened.

 

ZPC visits Wakka fire victims

ITANAGAR, May 05: The Longding ZPC accompanied by some Panchayat leaders, Congress Seva Dal president of the district visited the victims of Wakka fire accident yesterday and distributed them ration and other household items like, utensils, blanket, carpets etc.

 

International Labour Day celebrated

AALO, May 05: The International Labour Day (also known as May Day) was celebrated in a befitting manner by All Arunachal Pradesh Workers Union (AAPWU) West Siang Unit at Gumin Kiin here on May 1.

Attending the celebration both Kegam Ete, President Lion Club and Kebom Riram, Bazaar Secretary, Old Market said that the Labour Day was first time celebrated by the labour union in 1923 at Chennai in India. They exhorted the labourers to be sincere and punctual in their services as the backbone of all success and progresses of the country.

Rinto Ete, President AAPSU cum INTUC of West Unit narrated the importance of the day. He said that labour force plays an important role for advancement of the state and pleaded for more commitment to get due care and recognition of their services. “Government has also extended many benefits and facilities for the welfare of all registered workers and it is our duty to reciprocate in the same manner,’ he said.

Topu Ete, Chairman JPTI and Liyi Ete, LO also gave their valuable advices to the workers and cautioned them against misuse by any private individual or company. Overtime work of labour is subject to over time payment, he said.

Bihu celebrated

ITANAGAR, May 05: Chairman Public Grievances Cell, APCC Hariyom Bam attended Rongali Bihu Sanmilan at Baromile Bihu Bakhori near Laluk in Assam today.

He advised the gathering to maintain identity and stressed on communal harmony amongst the people of both the state.  The occasion also saw colourful performances.

 

Camps on basic health issues organized

ITANAGAR, May 05: Vivekananda Kendra Arunachal Unit organized camps for health workers and ‘Anandalaya Acharyas’ at VKV, Kharsang recently.

Inaugurating the camp on April 29, Kharsang Circle Officer L Naham advised the participants to learn the subjects thoroughly and serve the society thereafter. He also fondly remembered his days in VKV as a student.

Sixteen participants from Tirap and Changlang attended the camp where basic health issues, like importance of balanced diet, cleanliness, signs and symptoms of some common diseases, role of health workers etc.

In ‘Anandalaya’ 12 participants from Tirap and Lohit participated.

Experienced teachers shared their valuable knowledge with the participants. Activities were conducted with locally available materials like dry leaves, flowers etc.

Both the camps concluded on May 3.

 

Disaster preparedness meeting held

SEPPA, May 05: Concrete steps and action plan were taken up on disaster preparedness with the onset of monsoon for East Kameng district in a meeting in DC’s chamber here on May 3.

Deputy Commissioner Sandeep Kumar Singh while reiterating on the need to remain prepared for any types of eventualities urged the stakeholders to be active and ever ready during such times and situations.

He asked the PHED to prepare schedule for awareness campaign and sensitize the water consumers of Seppa town (colony wise) to keep them away from water borne diseases. Rationalization of water supply and checking of pipe leakage needed to be rectified, he said while asking the PHED to place a proposal to the Govt. for water tanker to meet up water crisis. He also asked DUDA to coordinate with development department for required manpower (labour) for cleanliness of Seppa town and ensure cleanliness of all the drains blocking normal flow of water. Talking about dumping site, he directed town magistrate, LRSO and DUDA to identify the site preferably a wasteland which should in no way connected to river or Nallah beyond township area.

Training for counting staff held

SEPPA, May 05: The first round of training on counting of votes and other related matters imparted to counting staffs at Kameng Hall, Seppa today.

Addressing the counting staff, Deputy Commissioner Sandeep Kumar Singh said that practical training is very important as a part of preparation for counting to avoid mistakes which may create problems. He directed everyone involved in the counting process to reach counting centre by 6 am on counting day. He said that proper security arrangement made inside and outside counting hall and no one will be allowed to go inside and leave counting hall without permission of the R.O. He also briefed about the function of counting supervisors and assistant and those whoever was been assigned tasks during the day of counting.

Bid to set up Assam forest guard camp foiled

ITANAGAR, May 05: The efforts of Assam Forest officials to set up a new forest camp at Chouldhoa in Taraso circle along the Assam-Arunachal border was foiled by Arunachal Police with its timely intervention, according to sources.

Sources said that on being informed by the local villagers, a team of Arunachal police from the nearby police station immediately rushed to the area and intervened in the matter, and finally succeeded to convince Assam Forest officials to return back.

It may be mentioned here that the Union ministry of home affairs had directed the Assam government to immediately stop construction of forest camps along the disputed boundary with Arunachal Pradesh and maintain status quo. The ministry's director (northeast), Ajay Kanoujia, sent a message to the commissioner and secretary (home) of Assam  recently directing him to immediately stop work at Tarasso which might escalate tension in the boundary area.  The directive came after the home commissioner of Arunachal Pradesh wrote to the MHA on April 18 seeking its intervention in the matter. The commissioner also drew the attention of the ministry on the reported sanction of Rs 19 lakh by the Assam government for erection of forest protection camps in the area.

A PTI report from Behali (Assam) added: "More than two and half platoons of India Reserve Battalion (IRB) force from Arunachal Pradesh side arrived in the Behali area today and got involved in an argument over the issue of setting up of camps and threatened not to do so at Radhasu point. They pushed back the forest guard team of Assam," Sonitpur DFO (East) A K Dey told PTI here.

Locals and different organisations, including Arunachal Agrasan Pratirodh Samiti, alleged that yesterday a forest guard team arrived in Chauldhowa area under Behali Reserve Forest to set up a forest camp.

In the meantime, some IRB personnel with sophisticated arms also arrived in the area and threatened the Assam forest guards not to set up the border outpost, resulting to escalation of tension in the area.

 

 

Efforts to make Ziro valley as world heritage site gather momentum with visit of CS

ITANAGAR, May 05: Giving major boost to the Ziro’s effort to be nominated as world heritage site, chief secretary Ramesh Negi during his recent visit to Ziro valley held meeting with the stakeholders. He also extensively visited various villages and went for trekking in nearby hills. Such was his enthusiasm that even poor weather condition did not deter him.

Impressed with the natural beauty of Ziro, Negi expressed hope that Ziro which has been tentatively listed for world heritage site (WHS) by UNESCO along with Thembang under West Kameng district will etch history and will be permanently listed as world heritage site.

“What makes Ziro attractive is that besides blessed with enchanting natural beauty, Apatani people have managed to preserve their rich culture, tradition and age-old practices. If Ziro is listed as WHS, it will totally change tourism scenario of state. Imagine Arunachal will find its name in world tourism map. This one opportunity we cannot afford to let go. We should involve experts who will help us to get prepared for tough days ahead,” said Negi.

A meeting was held on Saturday afternoon at UD guest, wherein Dr Tage Kanno, who has been silently working hard in world heritage project, made impressive power point presentation about what challenges lie ahead for Ziro to be chosen as WHS. “To be declared as WHS, that particular place should maintain its age old heritage with minimum effect of modernity. The committee to select WHS, during its last visit to Ziro made some observation in this regard. Now it’s a big challenge for us to convince local citizens about need to preserve tradition so that effect of modernity is minimized,” said Dr Kanno.  He emphasized on the major role that has to be played by the district administration and the state government in order to ensure that Ziro fulfills all the criteria laid down by the committee.

Lower Subansiri Deputy Commissioner Krishna Mohan Uppu informed that district administration will leave no stone unturned to make Ziro as WHS. Secretary IPR Dani Sulu, who is also native of Ziro stated that everyone has to contribute in whatever possible way if the dream of Ziro to be nominated as world heritage site is to materialize.

Taku Chatung, president of Apatani Youth Association (AYA) during the meeting informed that AYA is organizing mini marathon on 19th of May around Ziro Valley to create awareness towards making Ziro as World Heritage Site. The day will also mark 41st Anniversary of the formation of AYA. The Association has also pledged to start plastic-free Ziro movement. Dr Tage Tada, Director Research also spoke on the occasion.

It is matter of great pride that two of the popular tourist destinations of Arunachal that is Ziro valley and Thembang have been tentatively short listed as world heritage site by UNESCO. Now onus lies on the people of these two places along with state government to ensure that tentative list gets converted to permanent.

 

 

Amidst financial constraint, employees urged not to panic

ITANAGAR, May 05: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) has asked the state government employees not to panic over reports of financial crisis saying that the CoSAAP is regularly in touch with Finance Department for immediate release of pay for the month of April’2014.

“Because of financial overdraft, the pay and allowances of Govt. servants for the month of April 2014 could not be released as on date. As a result, employees are pressing hard on the apex employees organization (  CoSAAP) for immediate release of pay  and  allowances,”  the CoSAAP said in a release adding that Secretary General of the Confederation Pate Marik had a detailed discussion with the financial experts of the Finance Department, GoAP today.  In the discussion, it was revealed that financial over draft with RBI has already been balanced few days back.  However, the cash balance with the State Ex-chequer is less than Rs 50 crores as on date whereas more than 150 crore is required to meet up salary component for a month, the CoSAAP said.

However, “the State Govt. is exploring every possible way to release the pay & allowances of April after 10th of May & till such period, employees are appealed to bear with the financial constraints,”  the release added.

 

 

Orgs, late Dabi’s family call on CS, other officers

ITANAGAR, May 05: A delegation comprising presidents and general secretaries of Galo Welfare Society (GWS), Confederation of Service Association of Arunachal Pradesh (CoSAAP), Arunachal Pradesh Elementary Teachers’ Association (APETA) and the wife of late Mathew Baki Dabi today met the Chief Secretary, Home Commissioner and high ranking officials of education department, including Secretary Education and Director of Elementary Education at their respective office chambers.

The delegation discussed in length with the senior officers of the caretaker state government for immediate appointment of wife of late Dabi as a teacher on special and compassionate ground. The delegation requested the Chief Secretary and Home Commissioner to speed up inquiry into the unnatural death case of Dabi.

Both the Chief Secretary and the Commissioner (Home) after patiently hearing the request told the delegation that the case has already been handed over to SIT. The Chief Secretary also told that the report of forensic examination will be required for expediting the investigation to unearth the truth behind death of Dabi.

Meanwhile, the All Arunachal Pradesh Elementary Teachers Association (APETA) in a separate press release said that it has requested for induction of the widow of Mathew Dabi as AT on compassionate ground with immediate effect within Model Code of Conduct period.

Late Mathew Dabi had lost his life while performing Election duty on April 9 last.

In its letter submitted to the chief secretary, it said, she is facing acute difficulty in maintaining the expenditure for children’s education as well as the household expenses.

Seeking immediate action, APETA further warned of resorting to democratic movement if the demand is not fulfilled.

 

 

Ruksin people cry for basic facilities

RUKSIN, May 05: Lamenting the lack of basic facilities like good road, proper drainage system in Ruksin Township, the people here have blamed authority’s inaction for the sorry state of affairs.

Though the state government has spent huge amounts under various development heads, greater Pasighat West (Ruksin) area of East Siang district is still lagging far behind other places in development front causing a great deal of dissatisfaction among the people.

Construction of drains at Ruksin town has been one of the long-pending demands of the local people. Life becomes miserable during rainy season due to absence of drainage system at Ruksin market. The SDO office, Ruksin police station with police colony, Tax and Excise office at Border Facilitation Centre, Forest Range Office, PHED Section Office, Ruksin branch of SBI, Community Health Centre are the worst affected.

The sub-divisional administration here is unaware of any development schemes approved against Ruksin area as the SDO(C) has no power to rule over the departments. Thus, the power and functions in the developmental sectors are decentralized to the elected leaders from legislator to Gram Chairperson at village level.

Construction of drains in and around Ruksin Township and setting up of sub-divisional office at Ruksin are long-pending demands of the local people, which the state government has failed to do during the last ten years. Posting of a full-fledged Block Development Officer (BDO), establishment of sub-treasury office at Ruksin and many other key issues remained neglected by the government.

Eminent citizens have said the district receives huge amount of development fund every year but no significant development has been achieved yet due to ‘mystification’ of the funds. Local PRI leaders say they have already placed schemes under MGNREGA for drain construction at Ruksin Township, but the authority has not yet sanctioned. Moreover, funding pattern under the departments is very poor, the said.

Ruksin area has a strategic importance. It is the gateway to East – Arunachal districts, including East Siang, Upper Siang, Dibang Valley and Lower Dibang Valley. The two-lane NH-52 and the proposed railway (extended) lines enter into the state at Ruksin.

 

 

Rangfra mandir inaugurated

ITANAGAR, Mar 05: A Rangshumhum (Rangfra Mandir) was inaugurated at Changlang Bazaar line by Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) general secretary Gichik Taaza yesterday in presence of other executive members.

The Rangshumhum Mandir building was constructed under the initiation of IFCSAP district unit and Rangfra Faith Promotion Society (RFPS), Changlang district.

Addressing the inauguration ceremony, Taaza suggested those people of Changlang and Tirap, who embraced western faith, to “come back in home”.

“Now, we the people of every community are chanting our prayer and conducting healing programmes in our own dialects and system. If you want to protect and promote indigenous culture, you should use and practice the indigenous system of chanting prayer with own dialect,” said Taaza.

There is one universe and one God. There is one light—the almighty Sun—who gives energy to all living things, Taaza said.

He released books titled “Rangfraism its System of Workshop and Prayer” and “The Great Third Coming of Rangfraa,” published by Rangfra Faith Promotion Society (RFPS) Changlang.

Speaking on the occasion, Changlang DRDA Project Director Talo Jerang stressed the need for protection and preservation of indigenous faiths, culture and beliefs as loss of culture is loss of identity.

The inauguration ceremony was followed by indigenous prayer and healing programme by professional priests (Rangsamals). The main priest performed prayer for universal peace on the occasion.

Rongali Bihu celebrated with pomp and gaiety

ITANAGAR, May 05: The Rongali Bihu - 2014 was celebrated with pomp and gaiety by the Assamese community at the festival ground of Directorate Arts and Culture Naharlagun on May 3 and 4.  The Festival was organized by the Kristi Kendra Rongali Bihu Celebration Committee.

Speaking on the occasion on the concluding day, the Chief Councillor Itanagar Municipal Council Higio Aruni in chaste Assamese recalled the age-old relationship between Assam and Arunachal Pradesh. While stressing upon the need of promoting peace and tranquility and mutual trust, she advocated for meaningful interaction and constructive dialogue to solve the Assam-Arunachal boundary dispute amicably. She also spoke about the importance of the Municipal Council.

In his speech, Dr. R D Khrimey, Chief Medical Officer, Arunachal State Hospital, Naharlagun reminded the audience of the rich cultural relations of the two sisterly state and stressed on peaceful co-existence. He further briefed about the new health insurance scheme launched in the state.

On the inaugural day Y D Thongchi, State Chief Information Commissioner highlighted the significance of Bihu and its origin and evolution.

While encouraging endeavour of Assamese Society in the twin city of Itanagar and Naharlagun, he strongly advised the younger generation to preserve the age old tradition, customs and culture of Assamese society. He also asked them to preserve the Bihu song and Bihu dance in its purest form.

Various cultural troupes from Assam and Arunachal Pradesh comprising of Assamese, Boro, Mishings, Nyishis, Deoris regaled the audience with their riveting performances during the two days celebration. Renowned artist from Assam Nir Dipankar and Pompi Mahanta also performed.

The  souvenir  titled  ‘NAHAR-The Mesua Ferrea’ edited by Priyam Borthakur was also released by Dr Sukumar Baishya on the occasion.  The organizing committee lauded the contribution and efforts of Kipa Takum, Councillor, (Ward No. 25, I.M.C.) and Modon Riba, APO as patrons of the festival.

Kimin is not a hub of anti social element

Dear Editor,

I being Panchayat member of Kimin totally denounce the choice of word used in a letter published on 3rd May 2014 describing Kimin as a hub of anti social element by one Y Kana. As a responsible person I take cognizance of some of views expressed by the person like Govt land encroachment that are happening every day basis since last 3-4years by many individuals irrespective of his/ her political affiliation /connection .The point is, we must accept the fact that encroachment of Govt land is a big challenge for entire state and Kimin is also afflicted with this problem and few individuals may be involved in the process which I don’t deny.  But apart from that nothing unlawful acts like drug peddling, militancy, smuggling, flesh trading, loots and dacoity etc are happening to tag Kimin a hub of anti social element.

But  so called Y. Kana ,a self presumed philanthropist of Kimin has alleged that there is an  organized gang of land grabbers running at Kimin township being patronized by Local MLA, all Panchayat leaders , local administration and senior citizen which is totally baseless and uncalled for. Regarding the recent incident involving physical assault on a person, I would like to clarify that the unwanted incident is limited to two families only and no political parties are involved in the fiasco. Moreover ,  the matter is at session court Yupia and  the law is taking its own course and one should  not vitiate the environment of Kimin ( Mini India) where all tribes of Arunachal and India resides in harmony and peace  by  giving   it a political colour.

So, I appeal to Y. Kana whoever he or she may be, not to tarnish the image of Kimin by labeling it as hub of anti-social element. By writing so bad about Kimin you are doing disservice to your birth place. Instead of painting everyone in bad taste from secret hideout, you should come out openly and give your brilliant ideas in the public platform so that we may learn from you the tips to make Kimin a better place to live. Our MLA, Panchayat leaders and senior citizens are very much ready to hear your good advice for betterment of Kimin.

Artificial price rise

Dear Editor,

The views expressed by one TC Tayum in Readers’ Forum column of your esteemed daily on 1st May, 2014 relating to price rise in the markets of Twin Capital town are really admirable. He has highlighted the realities and agonies being confronted continuously by the shopkeepers and its resultant consequences. As an adjunct to his statements, I also intend to jot down few lines for kind information of all consumers of our twin capital town. It is indeed correct that there are lots of Donation Walas loitering around the markets who fish out money by hook or by crook from shopkeepers every now and then, thereby forcing the shopkeepers to sell their commodities at exorbitantly high rate. The hapless shopkeepers adjust losses incurred by hiking the prices of various goods that have far-reaching impact on the lives of common people as a whole.

It is needless to mention here that such ill-practices are rigorously carried out by the students’ and youths’ organization of the Capital complex prominently during and after their elections. Not only cash collections but some students’ leaders even resort to collect various items ranging from cloths and shoes to TV and refrigerators. Some of them even go to the extent of sending their friends to shop by issuing them their Letter Pads. Such sort of ill-practices in a civilized age is unfortunate and uncalled for and this ought to be controlled immediately by the District Administration and the State Govt. concerned. As of now, it is known to everyone that in our Twin Capital town Municipal Corporation have been in existence and market regulation and maintenance comes under their purview. As such, these students’ and youths’ organizations should not poke their noses in the affairs of the markets rather it is really imperative on their part to take up various welfare activities relating to their own field and carry out different suitable measures for betterment of their members concerned.

All said, as a common citizen of the state, I appeal all leaders of different organizations to make introspection of their unjustified activities and bring an end to such ill-practices so that common people of our Capital complex do not suffer as a result of price rise and the shopkeepers do not fix exorbitant price for their different commodities in the name of forced donations.

Donyi Polo is not syncretized religion

Dear Editor,

This is in response to an article published in Arunachal Times on 3rd May 2014 under the headline-- “RSS turns Arunachal tribal’s towards Hinduism” by Nitin Sethi. (The article was also published on 29th April edition of Business Standard). Here I just wanted an apology from Sethi, as how could he easily term that Donyi Polo as a religion is syncretized /fusion one. This is kind of undermining the community and total disregards towards any religion, which is uncalled for and can ignite people on religious line. This kind of hypocrite thoughts put society into restlessness and brings distances among the religious groups.  

Let me take the opportunity to tell the people that Donyi Polo as religion is being practiced by our ancestors from time immoral and was animist in nature. Animism’s sustainability in context of present day is very bleak which is known to all conscious people. Mr. Sethi should know that every religion passes through different phases of reformation in their history. Reformation is bound to happen and no one can criticize it. Therefore, Donyi Polo believers of so called Tani belt (according to Mr. Sethi) are trying to reform Donyi Polo Animist practice by upholding the ethos and rituals that was passed on to us from the ancestors.

RSS according to me is giving helping hand to indigenous Faith believers to attain the level from where they can carry on the movement without asking for conversion into Hindu. Any well-established religious groups are welcomed whole heartedly by our organization if they intend to render the services to indigenous faith believers without asking for conversion. Here, I in the capacity of General Secretary Donyi Polo Kargu Gamgi Naharlagun & Nirjuli would like to tell that we are believer of Donyi Polo, our religion is Donyi Polo not Hindu and will remain as Donyi Polo. We know that we are living in secular state where all religions are equally respected. Thoughts and views of Mr Sethi as per his article deserve denunciation from rational thinking people.

Yes, there are VKVs and RKMs schools spread in different parts of state and they have produced many bureaucrats and technocrats for the state. If someone is giving right service why one should disturb it.

Condemnable act

 

The news of physical assault on some of the teacher’s of Dera Natung Govt. College while performing examination duty on May 2 is quite disturbing to hear. As per the report they were assaulted while trying to stop some examinees from indulging in unfair means. In the past too report of physical assault on teachers has been reported from DN College. Such incidents should not be taken lightly by college authorities. The students involved should be expelled from college and police case be registered.

There should be no amnesty for those students who have no respect for their own teacher. The incident also exposes the dark side of our society. In this modern age when students are suppose to be competing with rest of the world, they are resorting to unfair means just to pass simple college exam. If they can’t pass college exam without cheating, then how can they aim to compete in various competitive exams. In Indian society teachers are considered next to god and if students do not respect teachers, then it is matter of serious concern. Society as a whole need to introspect and try to find out, where things are going wrong.
